Opening Session: Challenges Facing Football Fans in Portugal

Portugal has a rich footballing tradition and is home to some of the world’s largest members clubs. For the opening session, our co-host, APDA, have organised a panel to discuss the challenges and opportunities facing the Portuguese fan scene, including a new law that targets football supporters.

NOTE: This session will be conducted in Portuguese, but there will be simultaneous translation available.

Workshop Session #1
  • UEFA club competitions – 2018/19 season review
Football supporters who travel away to watch their team in European competitions face several challenges, including late fixtures, complicated visa requirements, high ticket prices, aggressive policing, and poor infrastructure. FSE is closely monitoring the conditions for away fans though our away fans survey. The findings of this survey will be presented during the workshop. Fans who regularly travel abroad are invited to share their experiences with UEFA delegates to inform and shape future policy.
  • Stadium construction/redevelopment: how to involve fans?
Many European stadiums have undergone major redevelopment or been completely rebuilt in recent years. But what is best practice when it comes to stadium planning? How, if at all, are supporters involved in the planning process? And is it possible for new stadia to respect the traditions of the ones they replace?

Workshop Session #2

  • Minimum standards in away sectors
As any travelling fan will know, facilities and hosting conditions in away sections can differ significantly, even within the same country. As our Danish and Swedish members have shown, this problem can be solved by the introduction of minimum safety, security, and service standards. FSE would like to see this replicated on a Europe-wide scale. Pricing plays a major part in the away day experience, as well, so we will be hearing success stories from our Dutch and English members and discussing what we can do to ensure a fairer pricing system in European competitions, too.
  • Fans’ Embassies at EURO 2020
UEFA EURO 2020 will have a novel format, taking place in 12 different countries. This will, naturally, mean additional challenges for travelling fans, especially on the logistics side. In this workshop, we will hear from FSE’s Fan Embassies members and the relevant UEFA delegates.

Plenary: The Future of European Football

European football is constantly changing, and many would argue, not for the better. On the positive side, more and more clubs, leagues, and associations are establishing formal means of fan dialogue to ensure that our views are taken into consideration. Still, many fans and fan groups feel left out of this process, especially when such dramatic changes are being mooted. This panel will discuss the proposed reform to European club competitions and what it may mean for stakeholders.
